Safeguarding in Surrey Heartlands
The safety and welfare of children and adults is of paramount importance to NHS Surrey Heartlands.
NHS Surrey Heartlands host safeguarding adults and children, Looked after Children (LAC) and Child Death Review arrangements and employ a Surrey Wide Safeguarding Team, covering safeguarding children, safeguarding adults, looked after children and child death review.
The team works across Surrey supporting two Integrated Care Boards (ICBs) - NHS Surrey Heartlands and NHS Frimley - in meeting their statutory functions for safeguarding children, adults, looked after children and child death review.
The team provides strategic leadership, expert advice to NHS Surrey Heartlands, NHS Frimley and partner organisation to ensure that all of the services we commission provide high quality, safe and effective care.

Surrey Safeguarding Adult Board
Surrey Safeguarding Adults Board (SSAB) is a multiagency partnership that has representation from organisations that support adults who have care or support need of which NHS Surrey Heartlands is a partner.
Stop Look Care
Care workers and Carers play a crucial role in recognising changes in a person’s health and wellbeing. Regular monitoring allows early identification of any signs of deterioration, ensuring that appropriate action is taken promptly.
The Stop Look Care booklet provides a comprehensive guide on what signs and symptoms to monitor. This includes physical, emotional, and mental health and wellbeing indicators that may suggest a change in a person’s condition. For example, changes in mobility, skin condition, behaviour, or mood.
Once changes or concerns are identified, the guidance outlines the steps to take, including when to escalate concerns, how to document observations, and the importance of communicating with other health and care professionals or families. We highlight the importance of timely referrals to ensure that appropriate care is provided.
Surrey Safeguarding Children Partnership
In line with the reforms arising from the 2016 Wood Review, provisions in the Children and Social Work Act 2017 and statutory guidance in Working Together 2018, The Surrey Safeguarding Children Partnership (SSCP) was established to replace the Surrey Safeguarding Children Board (SSCB).
The SSCP arrangements are led, jointly and equally, by Surrey County Council, Surrey Police and NHS Surrey Heartlands (on behalf of all ICBs and NHS providers in Surrey).
Corporate Parenting Board
The term corporate parent means the collective responsibility of the council, elected members, employees, and partner agencies, for providing the best possible care and safeguarding for the children who are looked after by the local authority.
In Surrey, the Corporate Parenting Board (CPB) provides robust assurance of the whole corporate parenting system, ensuring Surrey is an outstanding corporate parent to its children, and that all looked after children and care leavers can fulfil their full potential.
Surrey Child Death Review Partnership
In line with statutory guidance in Working Together 2018 and the Child Death Review Statutory and Operational Guidance, the responsibilities for child deaths fall to a partnership of the local authority and NHS Integrated Care Boards. The arrangements for responding to child deaths in Surrey, are designed to ensure compliance with the guidance and deliver strong and effective partnership arrangements.
